Scheme Overview

The Mission for Integrated Development of Horticulture (MIDH) is a Centrally Sponsored Scheme implemented since 2014-15 for the holistic growth of the horticulture sector covering fruits, vegetables, root and tuber crops, mushrooms, spices, flowers, aromatic plants, coconut, cashew, cocoa, and bamboo. The scheme adopts a cluster-based approach for convergence of resources and integrates all ongoing horticulture development programmes.

Key Components

• Production & Productivity: Support for high-quality planting material, rejuvenation of senile orchards, protected cultivation (polyhouses, greenhouses, shade nets), precision farming, and organic farming.
• Post-Harvest Management: Assistance for pack houses, ripening chambers, cold storage units (Type 1, 2, and CA storage), refrigerated transport vehicles, and primary/ mobile processing units.
• Marketing Infrastructure: Development of wholesale markets, rural primary markets, and farmer markets.
• Human Resource Development: Training of farmers, entrepreneurs, and field functionaries; exposure visits; and support for horticulture mechanization.

Funding Pattern

The cost sharing ratio between Centre and State is 60:40 for general category states and 90:10 for North Eastern and Himalayan states. For Union Territories, 100% central assistance is provided.

1. Identify the eligible component and prepare a Detailed Project Report (DPR) as per MIDH guidelines, engaging an empanelled consultant if required for high-value projects.
2. Submit the application along with the DPR and requisite documents to the District Horticulture Officer (DHO) or the State Horticulture Mission (SHM) / State Horticulture Department.
3. The District/State Level Executive Committee (SLEC) scrutinizes the proposal for technical feasibility, financial viability, and adherence to scheme norms.
4. Upon approval, a Letter of Intent (LoI) or Administrative Approval is issued. For credit-linked components, the beneficiary secures a term loan sanction from a lending bank.
5. After project completion (construction/plantation/installation), the beneficiary applies for Joint Inspection by the Department and Bank officials.
6. Upon satisfactory Joint Inspection Report (JIR) and verification of bills/vouchers, the subsidy claim is forwarded to the National Horticulture Board (NHB) or SHM for release.
7. Subsidy is released as a back-ended credit into the beneficiary's loan account (for credit-linked) or via Direct Benefit Transfer (DBT) to the bank account (for non-credit linked components).
